A/C output problem

OK, last time a had a problem with air conditioning in
my Scirocco I pulled the whole thing out.  I saved
some weight and improved my HP:weigh ratio.

Here is the story:

Last summer I notice the air coming from the center
vents was much colder that from the side vents. On
very hot days the A/C just  didn't cut it.  I checked
for blockage in the vents and found none.  I had my
A/C checked and was told I had no leaks and that my
pressure was fine.  I just got my Bentley and notice
there is an outside temp sensor along with the high
and low pressure sensors that can affect if and how
long the compressor cycles on.

My questions are:

1. Should the compressor cycle on and off every 3
seconds?
2. Can a faulty outside temp sensor cause the A/C to
not operate fully or does it just not allow the
compressor to work when it's below 45 degrees F?
3.  Can either or both of the pressure sensors cause
in adequate cooling? (low pressure faulty causing the
compressor to cycle on and off too often.)
