A quick way to test each, without much work :), is to:

1) try starting the car with the ISV unplugged from the
   electrical connector.
   -does it act the same, or differently.  If there is no
    difference, then the ISV doesn't seem to be doing much and
    may need replacing(overhaul?).
   -also, the buzzing when key is in 'ON' position is normal.
    (I hope! I've had 2 ISV's, both seem to buzz happily)

2) try unplugging the connector to your cold start injector.
   On my 4Ks, I think it's the blue connector.
   -If there is no difference, then I'd pull out the cold start injector
    and test for proper spray(or any spray)

If you've got a little bit of everything, I'd make sure the mixture is set 
correctly (plus make sure all the above connectors are in good shape ie. not 
corroded)

Lastly, there's the (help me out guys, not the fuel pump relay under the 
hood, but the Fuel ? Relay, the really wide one that goes under the dash, I 
think it may actually control the ISV?  I know if it is unplugged, the car 
will still start, but never fast idle.  Sometimes the connections inside 
these relays go bad and short once in a while) I've seen this as being 
pretty common in the 4K series (oh here's another hint guys, if you used the 
wrong one, you car would only rev to 4000 rpm)
