It can't...those who say so have never spent a considerable amount of time in
a turbo car, there is no comparison.  I have owned and driven both, and even
with 4 lbs boost, the 2.2 turbo had much more power and torque than the same
car with the NG motor.  
Let me put it this way, a turbo car running 8 lbs boost has more power at 1/4
throttle at 4kRPM than a NA car at full throttle at 5K RPM.
The 2.3 NA, however, is a good motor and a great upgrade in the 2.2 cars
considering the cost and effort required.  Comparing it to a turbo motor,
however, is just plain old unfair!
