I expect one reason the M-B.ca site talks about the need for cleaner fuel is
that it was a national issue up here about a year and a half ago. This is
how I remember the news reports (other listers probably have more accurate
memories than mine)...

1. The auto companies (headed by GM?) lobbied the government to mandate
cleaner fuel (less sulfur?) to help achieve lower emissions.
2. In a move that caught the oil companies (and probably the auto
companies) by surprise, the lobbying worked!
3. To retaliate the oil companies filed a law suit against the federal
government claiming some sort of onerous expense to provide cleaner fuel to
Canada than they provide to the rest of North America.
4. Recognising that the the oil companies have more money to fight these
things than the government does, the Canadian government backed down and
rescinded the requirement. It kind of makes you wonder where the power lies
in our democracy.

In summary, the statements offered on the M-B.ca site wrt to diesel fuel
cleanliness appear to be directed at motivating the public to provide
additional support to the continuing efforts of the auto companies' lobby
groups. Just my $0.02.
