hand brake is not engaging new rear calipers

Fellow audifans,
  I'm having problems with my new rear calipers.  The
hand brake doesn't engage them.  The levers on the
calipers turn all of the way when the hand brake is
engaged.  I took off the calipers many times and
attempted to engage the lever with the piston by
turning the piston counter clockwise.  This has not
helped.  Is it possible I have defective calipers?  
They are brand new, not rebuilt.  When I turn the
levers with the caliper off, the piston moves out just
slightly.  This seems normal, but its not enough to
engage the brakes.  Any help would be greatly
appreciated.  Thanks in advance.
