JT to Turbo Question

All,

This may sound like a silly question but I have to ask. If I just bolted on 
the early 5k turbo parts to a 4kJT, without changing the ecu...and just run 
it at 6lbs of boost...would the CIS metering work properly?

I was wondering why under low boost that the metering plate would not just 
be sucked open proportionally (and thus with the right A/F ratio) by the 
turbo?
