I think it is the low pressure switch, but would test to find out.  Could be 
the clutch or the wiring to the clutch.  2 ways to test.

1. Jumper 12vdc directly to the clutch.
2. Throw in a can or refrigerant.  R-134a is $5/can.  R-12 is $20/can.
