DWB arrests

I can see both sides of the story.  If I was a cop and wanted to increase my 
arrest rate, I would target people or groups of people that statistically 
break the law more than others.  I wouldn't waste my time watching the 
nursing home, I would target the statistically significant law breakers.  On 
the flip side, when I was in high school, myself and my buddies we always 
getting pulled over by the local law in hopes that the cops would find 
something illegal - a noisy muffler, a bumper that was to high or some other 
seemingly insignificant infraction.  
I have been through numerous safety training sessions put on by the FAA, FBI, 
DIS and other enforcement agencies and the message is always the same - they 
teach you to target groups of people who are "most likely" or "fit the 
profile."  My guess is the cops are just doing what they have been taught.
Unlike other targeted groups, I was lucky enough to "out grow" the group I 
was in.
