Philip--
The H rating is purely a speed rating!! It refers to the speed rating of
the tire and nothing else!! This speed rating is the speed that a tire can
be exposed to for a period of time (~ 10 minutes)!!!
H means the tire is built to with stand speed up to 130 mph. This is
probably all the more tire you will need on your car since I'm sure it has a
limiter somewhere around 130 mph.
V,Z,Y,W are all rated ABOVE an H tire. It *really* only means anything if
you race the car and even then the speeds are usually not maintained for
long periods of time!! If you did race you would want an Z (or better) for
traction purposes when hot!!
The lowest rating is a N = 87 mph. I would personally stay away from tires
that are this "poorly" constructed. An S=112 mph, would be adequate for
the driving you explained!! Although it never hurts to go higher!!
Here's link so you can read for yourself!!

<SNIP> Also can I or should I put 205/55s on if I currently have Goodyear
Eagle RSA 205/55s.<
Not sure what your asking here!! 205/55 is just the tire size!! If you
have a 205/55 then you can (and should) put on another 205/55. The actual
tire you have (or replace it with) is up to you but the size should remain
the same size!! Goodyear Eagle RSA...this is just the name of the current
tire. It's nothing but a brand name!!
HTH!!
