Most of the UK MoT test is no problem - its the registration and insurance
that's the real PITA. If a vehicle has been extensively modified (such as
putting the engine at the other end) or scratch built (kit car) then it has
to be inspected by an engineer from the Local Vehicle Registration Office
before a registration document can be issued. Insurance companies will then
either not want to know or require at least one inspection by an independent
engineer.
The bigger problem is that is d*mn difficult to get a MoT pass without
registration (as the condition of the plates and a check of VIN details
between the vehicle and its documents are part of the test) and you usually
can't get the car inspected unless you can drive it and you can't drive it
without an MoT.
Of course, some people get by - they just don't tell anybody about the
changes until they have to -  a friend of mine got pulled one night because
his Cobra replica was still registered as a Jaguar XJ12 and even Humberside
Police could tell the difference...
