As for the non running thing, there are several options. I would say it is most likely electronic. You probably got some water in your distributor, or into some wiring. You never said what type of car it is but water+car=electrical problems. Getting the water into the air inlet shouldn't do much harm, it would just sit in the bottom of the airbox and when the engine heated up it would evaporate. Maybe someone else will have a better idea of where the water got into but it seems electrical.

I'm 21, got my license at 18 (here in Norway, you have to be 18 to
drive a car!) and have got one ticket. I was 2 mph away from loosing
the license.. :-) I drive a reasonably fast turbo car, but I got the
speeding ticket for doing 70 mph in a 50 mph with my old Audi 5000
Diesel. :-) My first car, when I got everything sorted out, it got 45
mpg and worked great! But the "need" for a bit more than 87 hp and FWD
became too big, and I bought my '90 200TQ very cheap because it needed
a lot of TLC.. 

Here in Norway, we don't have the points in the license - as long as
you don't do something "very bad" :-) you just get a ticket. In
theory, you can get tickets every day and keep your license.. But it's
expensive. I had to pay $380 when I drove 20 mph too fast.. :-(
