Silly startup every time?

Hello,
Right now my JT turbo engine is performing flawlessly except for one
annoying thing. On every startup, warm or cold, I have to give it a little
throttle to get started, and I have to hold the idle at 1000 rpm or it
slowly gets lower in rpm and dies. After either driving to the end of the
block (~1000ft) or holding 1000 rpm for 30 seconds to a minute, it idles
fine at 800-900 like it should. The thing that I don't get is, it doesn't
matter how hot the engine is, it just ALWAYS happens. Anybody have any clue
what is happening? I'm thinking I'll probably install the ISV (haven't been
using it since the conversion) and that should fix the problem. If I do
install the ISV today, should the inlet of the ISV be in a boost tube or one
of the lines that feeds the turbo. The ISV should fix it, but it hasn't done
this in the last 2 months, and I'd like to know what is causing it.
