The referee inspection is much different from the lame excuse of a smog inspection that
the cars get every 2 years in Ca. 

The referees take hours, using mirrors and all to verify _all_ numbers and connections.
Because they are so anal, it is actually fairly difficult to get on the first try. Getting
it refereed is a trophy indicating that you did a flawless install. 

grease,rust,or plumbing won't phase them, it will only delay your lunch date. I would also
not try to tamper with any of the stamped numbers, you might have to yank it out and find
another replacement. :-(
