The California DMV used to collect a $300 "non-compliance" fee for cars
that are brought in from other states and registered, if the car's emissions
sticker did not explicitly say that it is CA certified. A couple of
years ago that practice was ruled unlawful, and the state ran a big
refund program to people who shelled out those $300. I don't know what
the specific law is now, but I think it should be easier to bring in
out-of-state cars than it used to. You might want to look at CA DMV's
web site to look for info:
