Sam,
I'd agree with Kneale, I had the same problem with my coupe quattro, and it
turned out to be the headlight switch...
The main connection which turned the headlights on was not working, this
mean't the headlight stalk wouldn't stay on high beam as the lights were
off...
So I could flash high beam, but couldn't keep the lights on...
My quick fix was to pull the headlight switch and directly connect the two
wide spade connectors, this meant the headlights came on whenever the car
was on.
Eventually dismantled switch and cleaned all the contacts to get it working
again...
Replacement switch (type 85) was $98 bucks (NZ) from the dealer...
dunno if this applies to a type 44...

lotsa snow... gotta get the quattro back on the road and get down there
before it all melts....
if I can only find a gap in my work schedule... grrr...
