Just talk everybody into setting the clocks, dates, AND TIMEZONES
correctly in their computers.

The number for the Naval Observatory standard clock in Washington D.C. is:

And if you are running UNIX and on the internet, I can point you to software
to continually syncronize your clock with NIST's clock.
