That's easy. The copper was talking to one of his girlfriends on his cell
phone. They all have them now. Lawyers have burned them so many times
with copies of radio traffic, so our tax dollars pay for each one of them
to have at least one cell phone. All the good stuff is said on the phone,
not the radio anymore.
I'm not kidding.
