Yes , the CSV is supposed to do that, according to the thermo-time
switch via coolant temp. Most manuals have a diagram to show how long the
wait before they spray (if at all) and the spray itself should last for,
according to temperature. I guess the theory goes something like "We'll see
if the cars gonna start, if it doesn't we'll try adding some fuel".
Later models will also continue to issue bursts after the initial
one as long as the engine is cranking, until the engine starts. I personally
hate this characterisitc, as if you have anything less than perfect
injectors it can make hot starting even more problematic than it already is
on these cars.
In my experience disconnecting the CSV electrical connection doesn't
cause any problems but there's two points to note
1, If you have to do this to run right, you have obviously got a problem
somewhere.
2, The CSV is also used to provide acceleration enrichment for most
later models via a vacuum pressure switch located near the ignition coil.
Again in my experience the lack of this with a disconnected CSV doesn't
cause any problems if your car already has a marginal richness/ injector
leakdown issue.

Not sure what volts it takes to trigger cold start valve but .37 doesn't
