Brake pedal pulsation '88 5KCSQ Avant

Brake pedal pulses all of the time, even when the car is idling and
stopped on the above, new to the owner (nice pearl REALLY clean, with
Fuchs, kinda envious of the Fuchs! and the fact that it's an Avant). Bomb
is dead, and didn't drive the car, but it really feels like the ABS is
pulsing even when the car is perfectly stopped. Bad sensor cap or
something?
