Lister needs help

I talked to Taka late yesterday afternoon (we were going to hook up on his
drive north). He said the car was running so rich it was unable to maintain
enough momentum on I-95.Spitting fuel.  Wouldn't expect that to be a fuel
filter clog prob as one lister suggested. Is there a mixture adjustment on
the CIS system? He thinks maybe previous owner fooled with it as  the idle
was also off. Is there  an adjustment for the FPR?  His # is 215-738-2216 as
