airflow sensor/plunger w/o mime format

I presently am experiencing poor idle at decelerating and hesitatation at
initial acceleration from rest position.
I was cleaning out plate / plunger and i noticed the plate travels upward
with an even resistance, but when i release it it falls down with no
resistance at all and will bounce off support bracket 2 or 3 times before
settling on final rest position. Any idea if this is proper operation.
