If you're looking for general academic information, the EPA and
the DOT control most of this; their web pages should help.

If you're looking for specifics about getting something registered,
start with your state motor vehicle office. They have to issue the
paperwork, so they will know.

In general, you can't import something that isn't available here
already. Not without more headaches than you want.
