steering still pulling left

Well, they did use the plud technique, which comes highly recommended by the
Tire Rack, which also points out that it allows a tire to retain its speed
rating after repair, but that aside, the tire repaired was the passenger
rear. so i don't think thats the problem, i have also inspected the tire
myself and it looks fine, i also inspected the offending left front, which
also "appears" fine. i checked the lug torque on all the wheels, and was
just a shade under 85ftlbs, i am still at a loss as to what is wrong, could
a loose rack cause this? or a rack that needs to be tightned via either the
mounts or the play adjustment on top of the box?
