I live in Seattle and my particular neighborhood gets fog worthy of a rear fog
light about 10 days/year for 1-3 hours, usually during either the morning or
afternoon commute hours. This is a very localized effect, as 2 mi away there
will be none. That said I am glad I have the rear fog light.
And (though this is not a legal use) I find that a quick flash of the rear fog
light is effective at getting tailgaters to back off about %40 of the time.
This is safer than actually tapping the brakes.

Here in Alberta, Canada we rarely have fog, and even if there is, it has
never been that bad that rear fog lights would have been essential.
