Do you have a cite on this one?
I completely redid the exhaust on my 1986 GTI several years ago with no
problems (existing cat was old but fine).
To the best of my knowledge the used cat went to a recycler that will get
the rare-earth stuff out for re-use (platinum?).

I went to european downpipes, high flow cat (50 state legal), and
Techtonics SS exhaust, w/ resonator & muffler.

It made a nice difference in the feel of the car.
