VW head bolts and idler pulley

I have two questions regarding the rebuild of my 87 MC-1 engine:
1- I am considering using head bolts from a 82 VW Diesel that are
non-stretch versus the OEM stretch ones (I am running the OEM head gasket).
I all ready know that the size, pitch and length are correct. The question
is what torque spec do I use? The one for the OEM bolts and head gasket less
the 180 degree turn for the stretch or the straight 75 ft lbs for the
non-stretch VW bolts?

2- What is the technique to remove/replace the T belt idler pulley without
buying a special Audi tool?
