Downgrading the head bolts

The change in head bolts coincided with a change in head gasket design, and
downgrading the bolts should involve a similar downgrade in the head gasket,
IMO. The earlier head bolts require retorquing after a warm-up cycle, and
again later. They're not tightened to anywhere near the torque the stretch
bolts are, and they're not meant to be used with the carefully designed head
gasket and the carefully calculated surfaces of both the head and the block.
I don't understand your reasoning here. It was hard enough to keep the head
on an early VW diesel, doing so on a turbo might prove a challenge. You
would, of course, use the torque spec for the bolt, not the application, in
the case of using those old style bolts.
2nd question. I use a bolt and a slide hammer attached to a pair of vise
grips. I freeze the new part and pop it in, assisted by a long 6mm bolt and
a nut, or else tapping it in with a plastic hammer (while frozen).
