One reason would be a constant flow of coolant, independent of engine
speed. If that was desireable, at least.
Also, after-run coolant flow without extra plumbing.
The real timing belt problem (assuming you could find an appropriate
length...) would be tensioning, since the water pump is the timing belt
tensioner.
