Another equally important issue with most hardware (including lugnuts) is to
retorque after a moderate period of use. While factory conditions provide a
relatively sterile environment, used parts on the vehicle will almost always
have a little bit of dirt that will get trapped in the threads, under the nut
or bolt head and then later work its way out leaving the fastener loose(r).
Also in most fasteners, new or used, are not perfect and have imperfections -
small burrs, etc., that will flatten out after some use. I always leave the
hub caps off whenever the tires have been off and then retork at ~ 100 miles
and then again at another 100 miles if anything moves during the second
torking. Retorking accomplishes several things, it insures proper fastening
after the parts "settle in" and provides peace of mind. Retorking has become
much less common with factory installed, single use, stretch fasteners which
at least in theory, continue to clamp after some settling. The monkey lads
avoid retorking by an initial overtorking, usually with an impact wrench, but
that's another story.
