Not the same thing at all.  Once a Loktite bond is broken, the nut
comes off relatively easily.  A locking nut resists all the way. In
general, you will find Audi specifies locking nut where the bolt is
still functional as a fastener even when the nut is a little loose -
the pedal frame, for instance.
Audi specifies locking nuts and locking compounds in different places
for different reasons.  They are not always interchangeable.
The reason for replacing a suspension bolt that has a locking nut is
that a corroded bolt will destroy the locking function of a new
locking nut wound onto ít.  Hold a used bolt in one hand and a new
locking nut in the other, and work out what the corroded thread will
do to your new nut.  IQ of a Subaru owner should suffice.
