problems with H&R springs

My '86 5ktq came with a set of H&R springs on it, but it had stock shocks. I
noticed noise from the front and had it checked out. Everything was
good...but when I popped the hood and bounced the car you could see the top
of the strut moving. The strut mounts are in good shape. Does this always
happen when you lower a car? It seems like there should be some sort of
spacer since the spring is shorter. I also think that the springs toasted
the stock shocks at an accelerated rate. The car bounces bad and bottoms
frequently....rides like my little bro's VW Fox...ok, not that bad. Anyway,
what's the deal? I'm planning on getting new struts and shocks (Bilsteins,
Konis, or Boge T-gas), but if they are the same length as stock wouldn't
they still have movement at the top? I live in WV and drive some pretty
shitty roads, so any play in the suspension needs to be fixed ASAP.
