It's not the emissions regs in question, the CA laws allow for 49 state reg.
cars to be tested and to pass here.  You have the equipment required for the
state in which the car was first sold and pass the tailpipe test, you're OK.
It's the sales taxes they worry about.  You have a time (and maybe a
mileage) minimum to satisfy before you can bring in a new car without paying
a use tax equal to our sales tax.  People were going to Oregon, a state with
no sales tax, and buying new cars and boats.  This deprived CA of tax monies
that the state deemed rightfully theirs.  I think it's a defensible
position.  This isn't a new thing, it's decades old.  We're probably not the
only state to do this, but I'm not sure.  John

Dan, AFAIK any recent 2001 New York State car is CA emmisions legal,
especially if purchased in the Metro NYC region as you are in. Just to be
certain, check with any convienient new car dealer. NY and a few other
states adopted CARB requirements starting last year. Except diesels, that
is.
