Wheel removal, need help

Hmmm, I'll bet this explains the torch marks around one of the bolt holes on a wheel on my old '91 200q. Puts the antiseize/no antiseize on the lug bolts debate in a whole new light, doesn't it?
Sounds like a nightmare, Tom. At this point, your best bet may be to cut/grind the mess off down to the original bolt shaft so you can pull the wheel off. Then you'll be able to access the hub and get some heat to the bolt threads and weld a nut onto the remaining part of the bolt close to the hub.
I hate those security lock thingies because they are too wimpy to take the torque required to release corroded or overtorqued bolts.
You've taken a good approach with what you've done already, although I consider an easy-out a step of last resort - once it's broken off in the bolt, things get a bit tricky. It's odd that the welding didn't do the trick because the heat generated usually releases the bolt. You may have to remove the hub and machine out the old bolt.
As I mentioned, one of the wheels on my old '91 200q had torch marks around a bolt hole where someone had cut the head off a bolt. The wheel was still servicable and the hub cover hid the burn marks. Good thing the wheels weren't magnesium :o)
