Price, and fuel consumption, and the fact that for most people, more power isnt
necesary.

Oh yes you can. But it depends on the boat of course. A 105 hp Passat can pull a
1200 kg trailer.

Of course, but remember that this is the basic Passat engine. If I remember
correctly, your Jetta is a 88 16V, right? Stock, it makes 123 hp. The smallest
engine in the Euro-spec 88 Jetta was either a 55 hp 1.3 or a 54 hp 1.6 diesel.
The 16V was biggest Golf/Jetta engine in 88, with 139 hp in Euro-spec. It made
123 hp with cat. Once again, you have the biggest engine!!!
