4kq Gearshift adjustment

While an adjustment might help (I doubt it) it is more likely your
difficulties are the result of wear and tear on the Rube Goldberg
shifter linkage system. New parts at every pivot would probably make it
nice again, and they are a bear to get at with the tranny in the car,
unfortunately.

You might be able to get away with replacing the 'easier to get at"
parts, like the pivot for the shift lever itself, to clean things up a
bit.

The "tool" holds the lever in the center location where it should be in
neutral - I have had decent luck using the amateur system of fiddling
around, half tightening, making sure I can get to R and 1, tightening
the rest of the way, checking again... with the key on you can tell
easily if you're in "R" (the hardest gear to get into due to the lockout
bits) by the backup lights coming on.
