Like Huw, I've had excellent luck with reverse/left-twist bits.
First, you avoid the potential tightening of the remains by the clockwise
spinning of a regular bit.  2nd, you may actually loosen it a bit.  The
first time I ever used a lefttwist, meant to be in preparation for using a
regular easy out, the bolt came out during the drilling.

Similar, but even more effective are some of the new generation left twist
drills machined to have a gouging rather than shaving cutting face.  They
bite in a bit and apply little impact drill like impulses that are even more
likely to back the bolt out during drilling.  I believe Sears' website has
them on sale right now, as a matter of fact.
