State's Rights are a foundation point in our system of government on the 
left side of the Atlantic.  Only by assuring the individual state's right 
to do most of the governing did the representatives from those areas agree 
to formation of a central government, mainly for mutual protection.  Most 
of the federal government's power results from its control over the money 
we've come to let it collect.
