We have the non-turbo Euro lights on both our 89 100q, and our 87 5KCSTq.
Love em.  Not really safe to drive 70+ at night without them.  I did get by
for a while on the 87 by installing relays (right off the alternator), and
modifying the light to accept 9007 bulbs (rather than the stock 9004).  You
need to swap 2 wires on each side to do this, and break a tab in the light
assembly.  This made the lighting more acceptable - but not good.  Got by
for a few years on this, but then bought the 89, which already had them
(Euros) installed.  It only took a month after driving that and going back
to the 87 to see that the Euro's are worth the money.

So, it depends on how much you drive at night.  I would get the car running
PERFECT in stock form (bushings, all that), then spend the money on
headlights and relays, and then throw the chip and spring in.
