Prelude...definitely a Canadian also the incoherent speech and the short
stubby
finger's is a dead give away.  That's what happens when you drive a Prelude
while drinking Screech (officiel aperitif du Canada).  Have you ever
listened
to Prime Minister Jean Chretien speak?  Simply hideous...but a classic
example
of Prelude/Screech abuse.
