I'd first get the mixture set, then see if there are any vac. leaks, fuel 
pressure mis-adjusted, etc. Metering valve is just one of many 
possibilities. You can do a simple check on it by taking off the intake 
boot and pulling the valve by hand. Pressurize the fuel system by running 
or jumping the pump relay. The valve should move smoothly and should not 
catch, which could cause stepped running as you say. Also the WOT switch 
can be switched before the pedal is to the floor. I think the spec is 65 or 
so degrees throttle opening for the WOT switch to turn on. good luck.
