That's right. The starter has several different components that all
must
work in order for it to start the car. It seems highly unlikely
that all of the
parts of the starter go out at the same time. Usually it only
needs one
part replaced - much cheaper than a new one. I have friends who
have
been told by a shop they need a new starter, and so they do it.
Later I
have taken a look at the starter and see that all it needed were new
brushes - relatively cheap and easy to do.
