Hmmm, this may be the ticket. When the problem first started, it seemed like I could play with the FP relay and the car would perk right up again. I replaced the relay, but it didn't seem to help much. At that point, I decided to "hotwire" the fuel pump so I could take the relay out of the picture.
I tried taking the fuse/relay panel out so I could inspect the connections, but gave up after a while. Is there a trick to it? What exactly gets powered by this relay. Maybe I'll jumper some of the other components as part of my diagnosis.

Hi Matt,
I had problems like this once, my problem was a faulty FP relay which I see
you've replaced. However, the trick was that the FP relay was causing my
CIS Frequency Valve not to work. Have you been to the SJM site? He tells
you how to test the CIS FV. Try it:
