Years ago I put a VW joint together wrong and had a tough time even getting 
it apart to fix it.  Check the relative location of the inner and outer 
sections.  If I remember correctly, the grooves can't be lined up - they have 
to be pointed in opposite directions or the joint won't rotate.  I'll bet you 
have to index the inner and outer races one groove to the left or right.
