What in Sam Hill is going on?

Last weekend in SFO saw a german or swiss (?) plated Smart headed over the 
Bay bridge.  Then today in L.A. saw a CA plated Smart zooming away from the 
Redondo pier.

"Warning! Navigator at 6:00!" *squish*

Just wondering if these li'l guys were being imported, on vacation, 
whatever.
