Heh, your ISV is clean enough? :-)

Also, curious...we're talking about the 10v ISV here?

My ISV(for the 3B) is open slightly when not connected, I'm guessing 
for failsafe allow-the-engine-to-idle mode.

   Connect it and perform an output test sequence on the ECU, and the 
ECU keeps the valve 100% closed when it's done(you can even hear the 
valve humming; unplug the connector and it goes back to its rest 
position with kerp-plink.)

I suspect the #1 cause of damage to the valve is a well-intentioned 
troubleshooter forcing the valve the wrong way...perhaps an entry 
for the FOM is in order.
