I think an AoA rep standing there watching the whole thing and taking 
names would do quite a bit.  Each driver could be required to carry a 
magnetic numbered sign that is slapped on the roof of the car.

I saw similar behavior at a dealership from the lot manager, the guy 
in charge of moving around all the cars and planning out space useage.

I witnessed several S4's get moved, stone cold(literally, started, 
put in gear, then floored, little time for oil to start working 
around), belching blue smoke.  The only gear used was 1st, and speeds 
were quite excessive.  There were dozens of people around, and half a 
dozen other dealership employees.

If the dealer doesn't care, why should anyone else?
