Psuedo Xenon/Plasma/otherwise high-tech headlights

That's not bright, that's scattered.
I run 80w bulbs in good lenses, and am never flashed.
  one car and then immediately drive the other.  The PIAAs are actually bright 
  enough so that oncoming traffic would flash their lights if you forget to dim 
  - they were almost as bright as a bad set of lites in a normal car.
