A wayward v8Q

Have bought a '91 v8 Quattro and am having a hard time getting it to pass
emissions
here in Washington State. Have replaced the 02 sensor, both cat convertors,
misc. hoses
and 2 new fuel injector lines(including a injector cleaning).
Care runs 92 Octane fuel and has a recent tune up!
Now i'm looking at a new set of mufflers and resonators??
Shop owners are relatives/friends so I trust them!
Numbers are close but not close enough.
Any ideas??
