I would say if your water pump is leaking all bets are off... fix the
obvious problem before it kills your engine.

at 10-20 dF wih the car moving, the fan shouldn't even come on.  I
suspect you've got (lots of) air in your cooling system.  The gauge runs
off a sender on the top rad hose flange.  The fan runs off a sender in
the bottom of the radiator.

Your water pump may not only be leaking water out (screwing up the
presure, too) but leaking air in.  So you've got water in teh bottom of
the engine, probably not even warm enough to open the t-stat, but air in
the top so the head is not cooled properly and the t-gauge goes nuts.

The expansion tank is hooked up to the radiator and may not really be
indicating the "full" presence of coolant in the engine.
