Which temp or thermo switch to change

Here's the deal. My 87 4kcsq has a hard time getting
going after it has been sitting a while in the cold.
It starts right up and idles well. Then as soon as I
go about 1/2 mile it starts to stutter. It feels like
it is missing. Throttle repsonse is ok but it feels
like your driving with one foot on the accelerator and
one on the brake. This will clear up in about 2-3
miles and the car runs like a champ. My first thought
was that the ox sensor was shot but I just had the
annual emission test done and it passed. Next thought
is the thermo switch right by the thermosat on the
head. But I'm a little confused on which one it is.
The on the top or the one on the bottom. Also ever
since this started the gas mileage has gone in the
tiolet. From 24 mpg to 18 mpg. Any ideas. The service
tech who did the emission did say that the plugs were
toast, even thought they are Bosch platinum with less
then 10k miles on them.
